Monitoring, Evaluation, and Knowledge Management Officer
Join the “Strengthening Smallholder Farmers Resilience” project focused on improving food security in Rwanda. The ME & KM Officer will manage monitoring, evaluation, and knowledge management to ensure project effectiveness and documentation.
The position is assigned the following objectives:
- Contribute to the management and effective implementation of the projects by ensuring their monitoring, evaluation and knowledge management in accordance with the requirements of Ingabo Syndicate and IFAD.
- Coordinate the overall ME & KM strategies of the projects and support their implementation in collaboration with the project teams and partners.
- Ensure the appropriation and use of ME & KM tools by the projects’ stakeholders.
Key Responsibilities:
- Development and implementation of harmonized ME frameworks for the projects
- Lead data collection and analysis to monitor project progress.
- Technical support to the projects’ partners
- Organize learning activities and share best practices.
- Support communication and partner engagement activities.
Qualifications and Professional experience:
- Bachelor’s degree in Economics, Agribusiness, , Agricultural Economics, or any other field relevant to the role.
- 3+ years of experience in ME functions, including knowledge management, data collection, monitoring and evaluation for donor-funded development activities, preferably in Agriculture sector
- Experience of working on IFAD -funded projects and knowledge of the Rwandan context are also an asset.
- Mastery of project management fundamentals is an asset.
Technical Competencies:
- Excellent understanding of results frameworks and indicators, as well as international ME standards and applications, particularly for IFAD-funded projects.
- Excellent knowledge of tools and methodologies for project cycle management, results-based management, quality assurance, data security and gender mainstreaming.
- Mastery of the main ME tools and methods (including quantitative and qualitative data collection and analysis) and their use in the field.
- Design, database management and data exploitation.
- Good knowledge of data collection software (Kobo Tool Box, Survey CTO, ODK, etc.), data analysis (R, SPSS, Stata, etc.), data visualization software (Power BI, Tableau etc.) and Excel.
- Experience on capitalization and learning workshop facilitation.
- Good understanding of gender-sensitive ME and programming.

Field Officers (4)
The Field Officer will support the successful implementation of activities under the project aimed at strengthening the resilience of smallholder farmers in Rwanda to food and climatic crises. This includes field-level support for capacity-building, monitoring, evaluation, and direct engagement with smallholder farmers to enhance their resilience and improve food security and livelihoods.

Qualifications and Professional experience:
- A Bachelor’s degree in Agriculture, Rural Development, Agricultural Economics, Agribusiness, crop production, or a related field.
- Minimum of 3 years of experience working in rural development, agricultural extension services, or food security projects, preferably in Rwanda or similar contexts.
- Experience in working with smallholder farmers and rural communities, particularly in climate resilience-building or sustainable agriculture initiatives.
Skills and Competencies:
- Strong knowledge of climate-smart agricultural practices, food security issues, and rural development.
- Excellent communication and facilitation skills, with the ability to work with diverse groups, including farmers, local authorities, and community leaders.
- Good report writing, data collection, and analytical skills.
- Ability to work independently and in a team-oriented environment.
- Proficiency in English and Kinyarwanda, knowing both English and French is an added value.
- Having valid Driving License category A is an added value

Driver (1)
The Driver will be responsible for providing reliable transportation services for the project team, ensuring the safe and timely delivery of personnel and materials to and from project sites. The role also includes maintaining the project vehicle, ensuring its operational efficiency, and assisting with logistics support as required under the “Strengthening Smallholder Farmers’ Resilience to Food and Climatic Crises for Improved Food Security and Livelihoods in Rwanda” project.
Key Responsibilities:
- Provide safe and efficient transportation for project staff to field sites, meetings, training sessions, and other project-related activities.
- Ensure the timely transportation of project materials, including supplies, equipment, and documents, to and from project sites.
- Perform daily checks on the project vehicle to ensure it is in good working condition (e.g., checking oil levels, tire pressure, and fuel).
- Ensure that the vehicle is clean, properly maintained, and regularly serviced, including managing minor repairs when necessary and coordinating major repairs with relevant authorities.
- Keep an up-to-date logbook detailing mileage, fuel usage, maintenance activities, and other relevant vehicle information.
- Adhere to all road safety regulations and ensure the safety of passengers by following road safety standards and protocols.
- Assist with the loading and unloading of project materials and supplies as needed.
- Help in the preparation of logistics for field missions, workshops, and community engagements, including supporting the transportation of equipment for trainings and outreach activities.
- Report any vehicle accidents, breakdowns, or incidents immediately to the Project Coordinator or Logistics Officer.
- Perform other duties that may be assigned by the Project Coordinator or Logistics Officer to support the smooth functioning of the project.
- Provide regular reports on vehicle status, fuel consumption, and transportation logistics to the Project Coordinator or Logistics Officer.
- Ensure that vehicle is always stocked with essential safety and emergency equipment (e.g. Fire extinguisher, etc.).
Qualifications and Experience:
- At least primary education (Knowing writing and reading).
- A valid driving license category B
- At least 3 years of professional driving experience, with a proven track record of safe driving and vehicle maintenance.
- Experience in rural areas or field-based work, preferably with development projects, is an asset.
- Familiarity with the geography and road conditions in Rwanda is an advantage.
Skills and Competencies:
- Excellent driving skills with a strong understanding of road safety and vehicle maintenance.
- Ability to follow detailed instructions and schedules.
- Good communication skills and a proactive approach to problem-solving.
- Ability to work independently and as part of a team in a fast-paced environment.
- Knowledge of basic vehicle repair and maintenance procedures is a plus.
